Emergency Action Plan (EAP)

Effective: 2026 Season


1. Purpose

 

This Emergency Action Plan establishes clear procedures for responding to medical emergencies, severe weather, and critical incidents during La Pine Little League activities. Player safety is the league’s highest priority.

 

This plan applies to all games, practices, tournaments, and league-sanctioned events.

Note: Life-threatening conditions require EMS activation and transport to the nearest emergency department. Urgent care is appropriate only for minor injuries.

 

4. Roles and Responsibilities During an Emergency

 

When an emergency occurs, adults present will immediately assign roles:

 

Person 1 – Call 911

  • Provide exact address
  • Identify specific field
  • Describe emergency
  • Stay on the line until instructed to disconnect

 

Person 2 – Retrieve Emergency Equipment

  • AED (if available on-site)
  • First Aid Kit

 

Person 3 – Scene Control

  • Clear area of players and spectators
  • Maintain privacy
  • Keep walkways clear for EMS

 

Person 4 – Meet Responders

  • Wait at parking lot entrance
  • Direct responders to correct field

 

If staffing is limited, priority order:

  1. Call 911
  2. Provide immediate care
  3. Clear the scene

 

5. Life-Threatening Medical Emergencies

 

Examples include:

  • Unconsciousness
  • Suspected spinal injury
  • Severe bleeding
  • Seizure
  • Sudden collapse
  • Cardiac arrest
  • Severe head injury

 

Procedure:

  • Call 911 immediately
  • Do not move injured athlete unless necessary for safety
  • Stabilize head and neck if spinal injury suspected
  • Apply direct pressure to bleeding
  • Begin CPR if indicated
  • Apply AED as soon as available
  • Follow dispatcher instructions

6. Concussion Protocol

 

If a concussion is suspected:

  • Remove athlete from play immediately
  • Do not allow same-day return
  • Notify parent/guardian
  • Require written medical clearance before return
  • Complete Incident Report within 24 hours

 

When in doubt, sit them out.

 

7. Sudden Cardiac Arrest (SCA)

 

If an athlete collapses and is unresponsive:

  • Call 911
  • Begin CPR immediately
  • Retrieve and apply AED as soon as available
  • Continue care until EMS arrives

 

AED Location

Insert confirmed AED storage location for each field once verified.

Commotio Cordis Awareness

A direct blow to the chest from a baseball may rarely trigger sudden cardiac arrest (commotio cordis). If an athlete collapses immediately after a chest impact:

  • Call 911 immediately
  • Begin CPR
  • Retrieve and apply AED as soon as available
  • Continue care until EMS arrives

8. Severe Weather and Environmental Conditions

Lightning

  • At first sight of lightning or sound of thunder, suspend play immediately
  • Clear fields and dugouts
  • Move participants to vehicles or designated shelter
  • Wait 30 minutes after last thunder before resuming

Do not shelter under trees, in dugouts, or on metal bleachers.

High Wind / Hazardous Conditions

  • Suspend play if debris risk or unsafe conditions develop

 

Air Quality

  • Monitor AQI during wildfire season
  • Board or League President may suspend activities if conditions are unsafe

 

9. Heat-Related Illness

 

Signs include dizziness, confusion, nausea, excessive sweating, or lack of sweating.

  • Move athlete to shade
  • Provide fluids
  • Apply cooling measures
  • Activate EMS if symptoms worsen

 

Encourage hydration before, during, and after activity.


10. Field-Specific Safety Notes

 

Field One

  • Permanent fencing
  • Dugout fencing and bullpen
  • Weather shelter available

 

Field Two

  • Permanent fencing
  • Dugout fencing

Field Three

  • No permanent fencing
  • Dugout fencing
  • Coaches must establish safe spectator boundaries

 

All coaches must inspect fields and dugouts prior to each game and practice.

 

11. Incident Reporting

All injuries and significant incidents must be reported to the League Safety Officer within 24 hours.

Required Documentation:

  • Little League Incident Tracking Form
  • AIG Accident Claim Form (if medical treatment required)

 

The Safety Officer will review all reports and follow up as necessary.


12. Communication With Families

 

Parents or guardians will be notified immediately in the event of injury. No medical decisions beyond basic first aid will be made without EMS or guardian involvement.


13. Annual Review

This Emergency Action Plan will be:

  • Reviewed annually by the Board
  • Distributed to all managers and coaches
  • Discussed at preseason coaches meeting
  • Maintained at each field during league activities
